doing the mkusb method since Windows would not recognize the drive which had a bootable windows setup disk on it?
sudo add-apt-repository ppa:mkusb/ppa
sudo apt update
sudo apt install --install-recommends mkusb mkusb-nox usb-pack-efi
Then mkusb - UI-based tool - is available on the system menu.
